Access this screen by selecting "Copy Stipulations" (F18) from the previous screen.

Select from these existing record that have added while creating products on the previous screen.  (They are created once you press Enter on that screen.)   Select a stipulation and then Select to return to the detail screen where you can select copy it to the new product.
