Access this screen after selecting a Comment button on the Targeted Tiered Services Analysis Goals screen.

This screen allows you to append a comment to a goal for a specific year.  Enter your comment on this screen and press Enter to save the comment.  Then use the back up arrow to exit the screen

You can also copy this goal to a subsequent year by selecting Copy. An additional screen will appear allowing you to select the year to copy to.
